Rep. Hayworth Letter to Pres. Obama Requesting Disaster Declaration for Westchester and Rockland Counties

All – I wanted to pass along this letter Congresswoman Hayworth sent to President Obama last night requesting that Westchester and Rockland counties be added to the disaster declaration so that families, small businesses, and local governments can access the federal assistance they need in order to begin their recovery. That request was granted this morning. The FEMA release announcing this amendment to the disaster declaration is also included in this email.

The major disaster declaration for the State of New York, FEMA-4085-DR, has been amended to include the following:

 

  • Rockland and Westchester Counties for Individual Assistance and debris removal and emergency protective measures (Categories A and B), including direct federal assistance, under the Public Assistance program.

 

For your reference, an updated disaster declaration fact sheet is provided below and attached.  I have also attached a fact sheet on FEMA’s Individuals and Households Program.

 

Individuals in the IA-designated counties can register with FEMA the following ways:

  • Apply online at www.DisasterAssistance.gov.
  • Apply via smartphone at m.fema.gov.
  • Call the registration phone number at 1-800-621-3362; those who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

Federal Disaster Declaration Fact Sheet

 

November 2, 2012

On October 30, 2012, President Obama issued a major disaster declaration for the State of New York triggering the release of Federal funds to help individuals and communities recover from Hurricane Sandy that began October 27, 2012, and continuing. This disaster declaration has been amended as indicated below in bold. Details of the disaster declaration and assistance programs are as follows:

Individual Assistance (IA):               (Assistance to individuals and households):

 

IA – Designated Counties:                Bronx, Kings, Nassau, New York, Richmond, Rockland, Suffolk  Queens, and Westchester.

 

Public Assistance (PA):                     (Assistance for emergency work):

 

PA – Designated Counties:               The counties of Bronx, Kings, Nassau, New York, Richmond,Rockland, Suffolk, Queens and Westchester for debris removal and emergency protective measures (Categories A and B), including direct federal assistance under the Public Assistance program.

One hundred percent (100%) Federal cost share is authorized for ten days for emergency power restoration assistance and emergency public transportation assistance, including direct Federal assistance, for those areas within counties designated for Public Assistance.  This cost share adjustment is authorized beginning October 30, 2012 through November 9, 2012.

 

This adjustment to State and local cost sharing applies only to Public Assistance costs for emergency power restoration assistance and emergency public transportation assistance, including direct Federal assistance. All other Public Assistance costs will continue to be reimbursed at 75 percent of total eligible costs. The law specifically prohibits a similar adjustment for funds provided to States for Other Needs Assistance (Section 408) and the Hazard Mitigation Grant Program (Section 404).  These funds will continue to be reimbursed at 75 percent of total eligible costs.

 

Hazard Mitigation (HM):                    (Assistance for actions taken to prevent or reduce long term risk to life and property from natural hazards):

 

HM – Designated Counties:                All counties in the State of New York are eligible to apply for assistance under the Hazard Mitigation Grant Program.

 

OTHER:                                              Additional designations may be made at a later date if requested by the State and warranted by the results of further damage assessments.
